In 2017, we founded Law Enforcement Assistance & Development Foundation, Inc. (LEAD Foundation Inc.) , which supported Law Enforcement and the communities they serve and protect. Building on the success of that foundation, we wanted to broaden the charity to not only serve local Law Enforcement, but to serve all First Responders. As a result, First Responder Operations Support Team, Inc. (FROSTI) was founded in 2024 to support ALL First Responders and the communities they serve.
The First Responder Operations Support Team, Inc. (FROSTI) is a 501 (c) 3 nonprofit organization comprised of volunteers dedicated to providing support to those who serve and protect our local communities by expanding outreach efforts, providing direct infrastructure support and personnel development, and educating the public on their positive impact through education and outreach.

President
Mr. Foster is currently President of Hyperion Consulting, Inc., President of Wildfire Prevention Corp., and President of JDLV Properties. Mr. Foster also has more than 30 years of experience in the restaurant industry. He has served on numerous non-profit boards, helped grow Armed Forces Families Foundation into an extremely beneficial non-profit for military families, and helped found the Law Enforcement Assistance & Development (LEAD) Foundation, serving as their President.
Treasurer
Ms. Yeaton is currently the Business Operations Manager for JDLV Properties and has held several managerial roles over the past 25 years including Facilities Manager of Kimberly-Clark’s World Headquarters Facility. She has also held several accounting and finance-related roles and served as Senior Accountant at Lewisville Independent School District. She has owned her own business and has worked with several non-profit organizations over the past 20 years, including previously serving on the Board of Directors of Law Enforcement Assistance & Development Foundation.
Secretary
Ms. Dumas is a Regional Human Resources Manager for one of the largest In-home Personal Care agencies in the US. She has worked in HR for 25+ years, handling all areas of HR and Payroll and currently focuses on employee relations and manager development.
Mr. Horne is a senior executive with 25+ years of background in brand growth and development, company acquisition, and profitable P&L Management. His roles have allowed him to construct a track record in building and turning around various brands and businesses in private equity, founder-driven companies, and franchise and franchisee businesses. He has also owned/operated a successful marketing agency. His passion is to consistently achieve results by motivating teams, leading change, seeking creative solutions, and taking on projects that no one wants to attempt while achieving unprecedented results. Mr. Horne currently serves as the Vice-President of one of Florida’s largest and most successful independent brewers.
